validación de su plan estratégico definiendo la visión, misión y objetivos de la industria hacia el año 2010, año en que los empresarios de VESTEX se ven a si mismos como “un sector que ha revolucionado, adaptándose a los cambios del mercado, ofreciendo programas de paquete completo con desarrollo y diseño, convirtiéndose en una de las mejores alternativas de la región con calidad y diferenciación. Reduciendo tiempos de entrega, enfocándose en segmentos de mayor valor agregado y especialización. Trabajando en forma estrecha con el sector público para aumentar y mantener la competitividad de la industria”.
Para lograr esta visión es fundamental la implementación efectiva del plan de acción que permita el poder alcanzar los objetivos estratégicos que se han propuesto tales como: 1)Trabajar en conjunto con el sector público en las distintas propuesta que propicien un clima de negocios favorable a la inversión; 2) Fortalecer las alianzas nacionales e internacionales para la promoción de servicios; 3)Facilitación de servicios para la búsqueda de negocios en mercados nuevos y actuales, promoviendo la reconversión del modelo de negocios; 4)Facilitación y fortalecimiento de la capacitación; 5)Seguimiento, difusión e impulso de los programas de Responsabilidad Social Empresarial.
Es claro que la responsabilidad en la consecución de las metas y objetivos trazados es responsabilidad compartida de los empresarios agrupados en VESTEX y es evidente el compromiso del Gobierno de Guatemala en la implementación de una política congruente de comercio exterior que responda a las necesidades de competitividad del país para mantener la inversión y los puestos de trabajo que genera esta industria, suscribiendo en octubre 2004 el Acuerdo de Competitividad entre VESTEX y el Ministerio de Economía en su calidad de coordinador del Programa Nacional de Competitividad del Gobierno -PRONACOM- dentro del marco del plan Vamos Guatemala -Guate Compite-.

That is why as Central American industries, we have two ways of looking at the market: either from the perspective of having a piece of cake that equals 15.22%, or as that great opportunity the other 84.78% that is available represents to win, and we focus our business strategies to continue increasing our exports, adding more value to full package programs, diversifying our production, focusing on more specialized market ninches where our competitive strategy is not based on low costs but diversification and delivery times, or quick response to the market.
Guatemala's apparel and textile industry has been preparing for this moment since 10 years ago, when under the cluster methodology if implemented an action plan to reach the vision towards 2005, developing all infrastructure to consolidate the "full package" industry, able to produce garment programs that integrate the whole supply chain of the production process. That is how today, there are more than 223 apparel companies, 52 textile factories and 257 companies that supply accessories and services in an industry that directly generates income for more than 145,000 Guatemalan families.2
However, this sector, characterized by its dynamic and business leadership, recently prepared a benchmark whose results gave way to detailded analysis, review and validation of its strategic plan, defining the vision, mission and goals of the industry towards 2010, year when VESTEX's business persons see themselves as "a sector that has been revolutionized, adapting to market changes, offering full package programs with development and design, turning into one of the best alternatives of the region with quality and differentiation. Reducing delivery times, focusing on more value added and specialized hitches. Working closely with the public sector to increase and maintain the industry's competitiveness".
To reach vision, the effective implementation of the action plan that allows reaching strategic goals proposed in basic, goals such as: 1)Work jointly with the public sector in the different proposals that promote an environment favorable to investment, 2) Strenghen national and international alliances to promote services. 3) Facilitate services to search for business in current and new markets, promoting re-conversion of the business model: 4) Facilitate and strengthen education and training; 5) Follow-up, inform and promote the Business Social Responsibility programs.
It is clear that the responsibility to reach goals and objective defined is shared bye businessmen grouped in VESTEX, and evident in the commitment of the Government of Guatemala to implement a congruent foreign trade policy that answers to the competitiveness needs of the country, to maintain investment and the jobs generated by this industry, thus subscribing on October 2004 the Competitiveness Agreement, between VESTEX and the Ministry of Economy, as coordinator of the National Competitiveness program of the Government - PRONACOM -
inside the frame of the "Let's go Guatemala - Guatemala Competes" plan.
Annual sales of the apparel and textile industry to the United Status amount to more than US$.2 thousand 200 million, of which today approximately US$.514 million belong to the national added value that corresponds to local raw materials and labor. Raw material imported from third countries (outside the DR-CAFTA area) corresponds approximately to US. 1 thousand 300 million, amount that with the FTA in force and an adequate policy to attract foreign investment of the country, can become regional raw material. The DR-CAFTA's conditions represent an incentive for Guatemala to use local raw material, permitting tariff-free access in the United States market to these garments. (Without CAFTA garments made in the region pay a duty that goes from 22% to 36%, depending on the type of yarn. |
