La demanda de T-sthirs tejidas a forma o hechas con tela de un país de la región con hilaza de Estados Unidos ha ido incrementando constantemente durante el curso del programa de CBTPA. A pesar de duplicar el cupo (cuando el programa fue modificado por el Acto de Comercio de 2002), el crecimiento en la producción de T-shirts está limitado por una Tarifa de Cuota. El cupo de T-shirts se llenó en el 2002, y este año parecer ir por el mismo camino otra vez, aunque el cupo actual de 10 millones de docenas es el doble del cupo del año 2002 de 4.9 millones de docenas.

Demand for T-Shirts knit-to-shape or made from CBI regional fabric of U.S. yarns steadily increased over the course of the CBTPA program. Despite the doubling of the cap (when the program was amended by the Trade Act of 2002), the growth in T-Shirt production is limited by the Tariff Rate Quota. The T-Shirt cap filled completely in 2002, and appears to be on track to fill again this year – even though today’s cap of 10 million dozen is twice as large as the 2002 limit of 4.9 million dozen.

El 23 de junio de 2004, la representante Sue Myrick (R-NC) presentó H.R. 4675 para incrementar la cantidad de T-shirts que pueda estar libre de aranceles bajo CBTPA durante el período del 1 de octubre de 2003 al 30 de septiembre de 2004. El cupo actual de T-shirts tejidas a forma o hechas de tela fabricada en Centro América o la región del Caribe con hilaza de los Estados Unidos es de 10 millones de docenas. Pronosticando la demanda, ésta excederá el balance restante para los próximos tres meses. Myrick, propone que el cupo de 2003-2004 sea incrementado a 12 millones de docenas.

Al nivel actual de utilización, el cupo de T-Shirts (de10 millones de docenas) se proyecta que se llene a principios de agosto, mucho antes del final del período de cuota del 30 de septiembre de 2004.

Principiando desde el 1 de octubre de 2004, el límite anual del resto del programa (hasta 2008) será de 12 millones de docenas. La declaración fue referida al Comité de House Ways & Means. Según se dice, el Presidente, Bill Thomas (R-CA) es partidario de esta medida.

On June 23, 2004, Representative Sue Myrick (R-NC) introduced H.R. 4675 to increase the quantity of T-shirts that may receive duty-free treatment under the Caribbean Basin Trade Partnership Act (CBTPA) for the period between October 1, 2003 and September 30, 2004. The current cap on T-shirts knit-to-shape or made from fabric formed in the Central American or Caribbean region from U.S. yarns is 10 million dozen. Anticipating demand will exceed the balance remaining for the next three months.

Ms. Myrick proposes the 2003-2004 limit be increased to 12 million dozen. At its current rate of utilization, the T-shirt cap (of 10 million dozen) is projected to embargo in early August -- well before the end of the quota period on September 30, 2004.

Beginning on October 1, 2004, the annual limit for the remainder of the program (until 2008) will be 12 million dozen. The bill was referred to the House Ways & Means Committee. Reportedly, Chairman Bill Thomas (R-CA) is very supportive of the measure.
