Tratado General de Integración Económica Centroamericana
nació con el objetivo de crear una zona de libre comercio, arancel
externo común e incentivos fiscales a la producción centroamericana.
Sin embargo, después de revisar las necesidades regionales y el
entorno internacional, a principios de los años 90 se planteó
la necesidad de generar un bloque comercial que tendiese a conformar una
Comunidad Económica, emulando el proceso de integración
que ha llevado a cabo la Unión Europea. |

The
Central American Economic Integration Treaty was born with the goal of
creating a free trade zone, common external tariffs and fiscal incentives
to Central American production. Nevertheless, after reviewing regional
need and international perspectives, at
the beginning of the 90’s the need to generate a commercial block
was evident, so as to integrate an Economic Community emulating the
integration process being carried on by the European Union.The Central
American Customs
Union clearly mandates organizing a common customs administration,
as well as how the collections shall be distributed and the standardizing
of tariff rates. This harmonization was due for December 2002 but the
goal was not met, because of the different compromises in trade negotiations
matters and the assignation of apparel and textiles in part II of the
SAC (merchandise not standardized as to external tariff rights but
