Antecedentes:

La AGOA y el CBTPA proveen cuotas para el tratamiento libre de impuestos de los productos textiles y de prendas de vestir que califican como aquellos construidos a partir de hilos o telas fabricados en Estados Unidos o un país beneficiario.
El nuevo procedimiento, emitido por el Comité para la Implementación de los Acuerdos Textiles, amplía el origen de estos hilos o telas más allá de los Estados Unidos o países beneficiarios, hasta el punto que tales hilos o telas no pueden ser proveídas por la industria doméstica, en cantidades comerciales, con puntualidad. A esta práctica se le denomina “Provisiones de Escasez” y sus procedimientos se describen en el ejemplar del Registro Federal del 6 de marzo del 2001.

Background:

The AGOA and CBTPA provide for quota and duty free treatment for qualifying textile and apparel products limited to those from yarns or fabrics formed in the United States or a beneficiary country.
The new procedure, issued by Committee for the Implementation of Textile Agreements, extends the country of origin of these yarns or fabrics beyond United States or beneficiary countries to the extend that such yarns or fabrics cannot be supplied by the domestic industry in commercial quantities in a timely manner. This practice is referred as “ Short Supply Provisions” and its procedures are listed on the March 6th, 2001 issue of Federal Register.
