Los atentados terroristas del 11 de septiembre de 2001 contra los Estados Unidos de Norte América cambiaron al mundo entero. A raiz de estos incidentes, los Estados Unidos ha implementado una serie
de programas para garantizar la seguridad de su territorio.

Una de las iniciativas lanzadas en los últimos meses es la seguridad portuaria. Esta ha sido considerada una prioridad importantísima dentro del gobierno del presidente George W. Bush y esta contenida dentro del Acta de Seguridad Territorial (Homeland Security Act of 2002).

Lo que este programa persigue es mejorar la seguridad de los puertos de la nación estado-unidense y el sistema de transporte marítimo. Se creó un departamento de seguridad territorial, el cual agrupa a instituciones como la Aduana de los Estados Unidos, la Adminis-tración de Seguridad de Transporte, la Guardia Costera y algunas otras agencias gubernamentales relacionadas.

Como consecuencia, se establecieron una serie de nuevos requisitos a nivel de toda la cadena de suministros, lo cual involucra a los fabricantes, los transportistas, embarcadores y consignatarios, operadores de depósitos fiscales, compañias navieras, agencias aduanales, etc.

 

 
The September 11, 2001 terrorist attacks against the United States changed the world. Due to these incidents, the United States has established a series of programs to guarantee the country’s safety.

One of the initiatives launched over the last few months has been port security. This has been considered a priority by the government of George W. Bush and it is comprised within the Homeland Security Act of 2002.

The purpose of this program is to improve the security in ports and ships coming in and going out of the United States. A Homeland Security Department was established, which has grouped institutions such as Customs, the Security Transport Administration, the Coast Guard and other related government agencies so as to manage them under one entity.

As a result, new requirements were established throughout the supply chain, which comprises manufacturers, transporters, shippers, consolidators, warehouse operators, shipping companies, customs officers and all of those involved in the process of importing and exporting goods to and from the United States.

United States Customs has also considered the terrorist threat in foreign ports, which has become a concern for retailers and other apparel and textile importers.
